Public notice of Council decision to approve Hilltops Heavy Haulage Plan 2024

At its meeting on 22 May 2024, Hilltops Council considered a report on the public exhibition of the Draft Hilltops Heavy Haulage Plan 2024.
The draft plan was prepared to update the plan, extend coverage of the plan to the whole Hilltops Local Government Area and replace Council’s existing heavy haulage plan, Harden Contributions Plan for Heavy Haulage Developments 2011. Under section 7.11 of the Environmental Planning and Assessment Act 1979, Councils can when granting consent to development impose a condition requiring a contribution towards the maintenance cost of roads from developments that generate significant heavy vehicle movements to meet the additional cost burden of affected roads in the LGA. The plan provides transparency for developers and the community about how Council will collect and use the contributions. It sets out land to which it applies, development to which it applies, how to calculate the contribution, and how to pay the contribution.
The draft plan was publicly exhibited by Council from Tuesday 2 April 2024 to Tuesday 30 April 2024. Council considered all submissions and resolved to approve the plan with minor alterations. The approved plan will come into effect on Thursday 6 June 2024 and can be viewed on the development contributions section of Council’s website (Development Rules – Hilltops Council (nsw.gov.au)) This notice is provided in accordance with section 214 of the Environmental Planning and Assessment Regulation 2021.
