Current Projects

Young Trunk Drainage Upgrade

Hilltops Council, with funding support from the Commonwealth Government under the National Flood Mitigation Infrastructure Program and the NSW Department of Climate Change, Energy and Water, is delivering a stormwater trunk drainage upgrade for Young.

The objective of the upgrade is to improve the drainage system within the town centre of Young and to assist in preventing flooding during large storm events. The work includes the construction of a drainage channel within the railway corridor and installation of two large diameter pipes within the middle of the road along Lynch Street and Marina Street, where the stormwater will then discharge into Burrangong Creek.

Temporary Road Closures: Lovell and Lynch Street Intersections

The Young Trunk Drainage Upgrade project (to improve the drainage system within the town centre of Young and assist in preventing flooding during large storms) continues to progress well.

Council’s contractor, Delaney Civil, will be implementing temporary road closures from Monday 11 May 2026 so that construction work can continue safely.

From Monday 11 May 2026, a section of Lynch Street will be closed near Service NSW.

The Young Train Station carpark (Visitor Information Centre) shall only be accessible via Main Street. Additional parking restrictions shall also be implemented within the carpark to assist buses and caravans. Service NSW will remain accessible for pedestrians via the Young Train Station carpark and Lovell Street.

From Monday 18 May 2026, Lovell Street will be closed at the intersection of Lynch Street and Lovell Street.

As this is part of the route for heavy vehicles travelling to and from Temora, heavy vehicle detour signs shall be installed to divert heavy vehicles around the road closure. For heavy vehicles travelling to Temora, the detour will be via Zouch Street, Cloete Street, Olympic Highway, Dundas Street and Thornhill Street, and in reverse for heavy vehicles coming from Temora heading to Boorowa, Cowra, or Grenfell. Light vehicles are to use Boorowa Street or alternate routes to avoid the road closure.

The Young Train Station carpark will remain accessible via Main Street only. Service NSW will remain accessible to pedestrians via Lovell Street, with access from the Young Train Station carpark available, although there may be brief periods of closure.

Pedestrian access to all businesses shall be maintained, therefore please use alternate routes and parking locations during this period. Parking will be available along Lovell Street up to the road closure point.

The traffic control plans on the following pages outlines how temporary measures will be implemented.

Please adhere to all applicable road rules and follow all installed signage.

Jugiong Water Mains Replacement Program

Hilltops Council is continuing to deliver major water infrastructure upgrades in Jugiong as part of its ongoing investment in water and sewer asset renewal under Council’s Capital Works Program.

The Jugiong Water Mains Replacement Program is a long-term project designed to strengthen the reliability, safety and efficiency of the town’s water supply network. Works involve the staged replacement of ageing water mains with modern infrastructure to reduce water loss, minimise service interruptions and support Jugiong’s future needs.

Significant progress has already been achieved across priority areas of the network. An attached map outlines completed works to date, as well as locations included in the remaining stages of the program, which is scheduled for completion by 1 July 2026.

Construction will continue progressively in 2026, focusing on areas identified through detailed condition assessments and network planning. All works will be carefully programmed to minimise disruption to residents, local businesses and road users.

Council will provide advance notice of any planned water interruptions and will continue to engage directly with affected residents prior to works commencing in their area.

Burrangong Creek Bridge Duplication

Hilltops Council have engaged a contractor to undertake the duplication of the existing bridge along Henry Lawson Way, Young, known as Burrangong Creek Bridge.

The proposed works will improve connectivity for surrounding towns, increase load limit and safety and increase the existing bridge lifespan.

Signage will be installed to detour motorists around the work site, but please avoid this area if possible and use alternative routes. We appreciate your cooperation and patience as these works occur.

Harden to Boorowa Pipeline

Hilltops Council has engaged a contractor to complete the investigations, designs and costing phase for the Harden to Boorowa Pipeline.

The Harden to Boorowa Pipeline will provide improved water quality and security by connecting Boorowa to supply from Goldenfields Water, as is the case for Jugiong, Harden, Young and Galong.

The Harden to Boorowa Pipeline is an ongoing, multiple year project with the investigations, designs and costing phase due to be completed by November 2025.

Smart Water Meters

Hilltops Council will be launching the Smart Water Meter Replacement program later this financial year.

A smart water meter is a digital device that remotely measures the volume of water passing through the meter then via a low frequency radio transmitter securely sends the data to Council for processing.

Information available from smart water meters will provide real-time data that can be used to reduce water wasted through leaks, improve water billing accuracy, promote better water management, assist in managing water infrastructure and improve customer service.

Depending on their age, existing residential and commercial mechanical water meters will be either replaced with a new electronic meter or retrofitted with a low power transmitter.

The smart water meter replacement program is an ongoing, multiple year project which will implemented over three phases across Boorowa, Harden and Young with works set to begin towards the end of the 2024/2025 financial year.

Completed Projects

Harden Sewage Treatment Plant Remediation

The upgrade of the Harden Sewer Treatment Plant is now complete. The works included rehabilitation of treatment ponds, realignment of pond layouts, upgrades to the recycled water rising mains, and the construction of new spillways. These improvements will deliver more efficient and sustainable wastewater treatment outcomes for the Harden community.  

Jugiong Memorial Swimming Centre Upgrade

Hilltops Council is pleased to announce the successful completion of the upgrades to the Jugiong Memorial Swimming Centre.

The completed works included:

  • Refurbishment of the existing Amenities
  • Installation of a new Universal Accessible Changeroom
  • Erection of a new Storage Shed
  • Construction of a new Splash Pool and Learn-To-Swim Pool including new Shade Sails and Lighting
  • Installation of a new Plant Room and Filtration System
  • Relocation of an existing shade sail
  • Reinstallation of aluminium bench seating

The newly upgraded centre is now open to the public with all facilities operational. We appreciate your patience during the works and look forward to seeing the community enjoy the refreshed amenities.

Construction of Sheedy’s Bridge

Hilltops Council engaged a contractor to replace the existing timber bridge along Woodlands Road, Kingsvale, known as Sheedy’s Bridge. The new concrete bridge is now complete including road approaches either side, guard rail and signage.

Hilltops Council would like to thank everyone for their patience during this important upgrade and we assure you of our continued commitment to increasing road safety and quality within the Local Government Area.

Rockdale Road Upgrade

The Rockdale Road upgrade project has been successfully completed, improving B-Double access into the growing industrial area. The improvements extend to the access point for the emergency services facility, home to the State Emergency Service and Rural Fire Service.

The Rockdale Road Upgrades project enhances connectivity and safety, supporting both local businesses and emergency services.
